Temporary measures for High Risk Food and Feed of Non-Animal Origin (HRFNAO) during the COVID-19 outbreak

 

These are products that require a CHED-D to be submitted to Port Health prior to arrival of the consignment. Some of these products also require original certificates and test reports. Further details are available here.

Preferred option during COVID-19

Submit the Original CHED-D signed and stamped by the person responsible for the load

 

Back-up option during COVID-19

If you are working at home and do not have the possibility to submit signed CHED-Ds you may submit them unsigned.

However, we may ask you to explain why you are not able to sign the CHED-D.

Submit the Original certificate and test report signed and stamped by the third country competent authority

 

Back-up option during COVID-19 for delayed certificates and test reports

The third country competent authority that issued the certificate and test report will need to send us directly a colour copy of the original certificate and test report by email to edocs@scpha.gov.uk with the container number included in the email heading.

To be accepted the email must come from a recognised government email address.

 

Submitting documents to Port Health

You must submit the original CHED-D, original certificate and test report (if applicable) with copy commercial documents (bill of lading, invoice and packing list) at least 24hrs before the vessel is due to arrive. If you do not have the original documentation see the next paragraph.

If you do not have the original certificate and test report because it is delayed in transit you will need to send us copy documents by email explaining why it is not possible to submit the original certificate and test report (this is in addition to the email from the third country competent authority – see table above)

  • Create a single .xps or .oxps file of the colour scan of the certificate and test report with copies of the bill of lading, invoice and packing list (details on converting documents to .xps are available here)
  • Email the .xps or .oxps to edocs@scpha.gov.uk with the following statement in the body of the email:

The original certificate and test report is delayed in transit due to COVID-19 issues. When I receive it I will forward it to Port Health as soon as possible.

  • When you receive the original certificate please write the CHED-D number on it and submit it to us as soon as possible.
