New health certificates required for certain products of animal origin for human consumption
Fishery products, Honey, Gelatine, Collagen, Highly-refined products such as glucosamine and chondroitin, etc.
In accordance with Regulation (EU) 2019/628 the health certificates required for the products listed below are changing. Specimens of the new certificates are shown in the legislation on the pages below. Existing certificates must be used for all consignments certified up to and including 13th December 2019 and the new certificates must be used for all consignments where the certificate is signed in the exporting country on or after 14th December 2019.
It is therefore vital that you inform your suppliers of these new requirements for the products listed below so that future certificates are produced in the correct format.
Consignments accompanied by certificates not in the new format which have been issued on or after 14th December 2019 cannot be imported.
Please note that there are notes in Annex II of the Regulation as to how these new certificates should be completed.

Reptile meat, insects for human consumption, rendered animal fats and greaves, other products of animal origin for human consumption not specified elsewhere
For the first time there are certificates for reptile meat, insects for human consumption, rendered animal fats and greaves and for other products for human consumption ‘not specified elsewhere’. For these products the new certificates can be used now but are mandatory for consignments arriving (landing) from 14th March 2020. Background to the legislation
This legislation details in one place where to find all the specimen health certificate for products of animal origin for human consumption and how they should be completed. Only the certificates for the products listed above have changed; in other cases e.g. meat products, dairy products, this legislation simply refers to other legislation where the required certificate can be found.
Article 4 refers to certificate submitted in ‘IMSOC’. IMSOC is a Commission computer system yet to be developed which will bring together the existing TRACES system with other EU computer systems. So this article is preparing the way for electronic certification with electronic signatures.
Article 5 lays down for the first time in EU legislation rules for replacement certificates where there are errors in the initial certificate presented or the original certificate has been lost or damaged. Replacement certificates may be accepted only in the case of errors which are clearly administrative in nature.
In particular replacement certificates shall not modify information concerning the identification, traceability and health guarantees. Therefore where there are errors in the certificate covering information which identifies the consignment or affects the traceability of the goods or there are errors in the health attestations, replacement certification will not be an option.
In particular, certain certificates require batch numbers or expiry dates to be detailed on the health certificate and these details concern the identification and traceability of the goods. It is therefore essential that such information is always complete and accurate as replacement certification for errors in such fields, which to date have been quite common, will no longer be permissible.
Please ensure that your suppliers are aware of these stricter requirements so they can take any necessary steps to ensure such information is always complete and accurate.
If replacement certification is agreed for a clearly administrative error, the requirements of article 5.3 must be met, i.e. the replacement certificate must have a new reference number, state the reference number and date of issue of the certificate it is replacing, must be dated on the date it is actually issued, i.e. it must not be back-dated, and it must be presented in its original before the consignment can be released. If these requirements are not met the replacement certificate cannot be accepted.
